Licenses come in many forms. It’s very likely that much as an image intended for the cover of a magazine costs a lot more, a font used as the primary OS font would cost more. I don’t claim any internal knowledge - but when in doubt, follow the money to find the truth. I’m sure there are other benefits as well— exclusivity, industry PR, etc.
